To my understanding, the main purpose of the current action taken by the KO is against the drug activities which would usually appear in those entertainment areas, for example, the saunna, disco.  When they discover the sexual activities in the sauna in the course of action, they must exercise their enforcement action as well.  Those clients enjoying the hand job upon KO's search become the victims of this drug clearance exercise.
